It would not be the lowest scoring game in college football history, but it would be the lowest BETTING O/U in history if it holds. Iowa-Rutgers was close to the lowest O/U. In other words, bettors don't think either team has an offense that will score many points against the opposition defense.

What does this mean?  I thought over/Under was just the total points scored.  I mean, if the game ended 21-10, that adds up to 31.  Why is that so bad?
