Help me out here, I don’t understand betting I guess. I saw this tweet:

The Iowa-Northwestern O/U is 31.5, via @CircaSports

If it holds, it would be the lowest game total in College Football history.


What does this mean?  I thought over/Under was just the total points
scored.  I mean, if the game ended 21-10, that adds up to 31.  Why is that
so bad?

What am I missing?
