[Herky] Time Management

There's a couple different schools of thought on this.....If it occurs in the first half, as it did in this case, some strategists say that you don't call time out until after you get the first down. That way if you don't convert it leaves less time for the opponent to do anything after a punt. Not sure if I agree with that approach either but it is a strategy that some use. 
But, I still would have liked to see the plays run off a little quicker either way.

21 years of bad time management and no improvement and no change. 
1:02 to go, behind by 4 points and three timeouts remaining. 
What do the coaches do??Let the clock go down to 27 seconds before we make two successive sideways throws. 
We called a time out after getting a first down. 
Am I crazy for getting upset?
