[Herky] Rule changes

I still haven’t gotten used to, nor care for, the four quarter system that the NCAA Women’s BB went to last year. Much easier to track a twenty minute half with official timeouts at every four minute increment. I haven’t figured out the timeout sequence in the quarter system.

I don’t mind ideas to improve the game, and nothing is a better Beta test than during actual competitive games.  Since the NIT is a minor tournament, this may be a good platform to test.  Who conceived these rules and whether they are even practicable is open game to comment and contest.  Of them all, the 20 sec rule makes a little sense to me.  Otherwise, I’m not seeing what is improved.

IMHO, an increase to a six foul limit is worth considering.
