The Buckley Amendment concerns the right of students, when at least 18 years old and attending post secondary schools,  to see, correct and control access to student records. Since Ferentz mentioned Butler's GPA of 3.12 immediately after the Buckley reference, my guess is Butler gave Iowa his transcripts before Nevada cleared him to talk to Iowa.
