In other words, he has not yet qualified and has to take a couple of high school classes before he is eligible. Moss transferred a couple of times and word is that some schools did not recruit him due to eligibility concerns. It's great we are recruiting Chicago, but the schools systems there leave something to be desired academically.

Why would academic issues hold him out of summer school? Does he not qualify in any way to take university classes? Do I hear “project”?

Moss has academic issues that will cause him to miss summer school and the PTL. That will set back his development.
